Code Review

This pull request removes several links related to the 'Recovery Group' feature, which appears to be part of a content deprecation effort. The changes correctly remove references from the table of contents, user access matrix, and release notes.

However, the documentation files for recovery groups themselves (e.g., recovery-group-overview.md, tidb-cloud-billing-recovery-group.md, recovery-group-get-started.md) are not removed in this PR. These files will become orphaned and may contain broken links if related files are removed. To ensure content consistency and avoid user confusion, I recommend either deleting these files in this PR or in a subsequent one if the feature is fully removed.
